Sports Betting Integrity Policy for «Liga Pro.Czech»

1. Purpose

The purpose of this Sports Betting Integrity Policy is to protect the integrity, fairness, reputation, and credibility of all «Liga Pro.Czech» competitions and to prevent betting-related corruption, match manipulation, misuse of inside information, and any other conduct that may undermine confidence in the competitions.

2. Policy Scope

This Policy applies to all competition stakeholders, including, but not limited to:

  • - Competitors/players;
  • - Coaches;
  • - Trainers;
  • - Referees and officials;
  • - Event staff;
  • - Technical personnel;
  • - Representatives of «EUROSCOUT s.r.o.»;
  • - Contractors and service providers;
  • - Any other person associated with «Liga Pro.Czech» competitions who possesses privileged or non-public information.

All stakeholders are required to comply with this Policy as a condition of participation in or involvement with «Liga Pro.Czech» competitions.

3. Sports Betting Prohibition

Competition stakeholders shall not engage, nor attempt to engage, directly or indirectly, in any sports betting activity relating in any way to any «Liga Pro.Czech» event or competition.

Competition stakeholders shall not:

  • - Place bets on any «Liga Pro.Czech» event;
  • - Instruct, permit, cause, facilitate, or enable any other individual to place such bets;
  • - Use third parties to place bets on their behalf;
  • - Participate in betting pools, syndicates, sweepstakes, or similar arrangements relating to «Liga Pro.Czech» competitions;
  • - Provide betting advice, predictions, recommendations, or betting-related content concerning «Liga Pro.Czech» competitions;
  • - Promote, advertise, endorse, or participate in marketing activities for betting operators relating to «Liga Pro.Czech» competitions;
  • - Attend or participate in betting operator promotional events relating to «Liga Pro.Czech» competitions.

This prohibition applies to all forms of betting activity, including activities conducted in gambling facilities, casinos, betting shops, online platforms, mobile applications, electronic systems, or any other location or medium.

4. Manipulation of Events

Competition stakeholders shall not be involved, directly or indirectly, in any conduct intended to improperly influence, manipulate, alter, or predetermine the outcome or any aspect of a «Liga Pro.Czech» competition.

Prohibited conduct includes, but is not limited to:

  • - Offering, giving, soliciting, accepting, or receiving any bribe, gift, payment, reward, benefit, or consideration;
  • - Coercing, threatening, inducing, or encouraging any person to manipulate a competition;
  • - Entering into agreements or conspiracies relating to the manipulation of competitions;
  • - Deliberately underperforming or influencing sporting performance for an improper purpose;
  • - Manipulating any specific occurrence, statistic, point, game, set, match, or other event within a competition.

Competition stakeholders are prohibited from influencing, manipulating, attempting to influence or manipulate, or requesting or instructing others to influence or manipulate any «Liga Pro.Czech» competition in any way such that the outcome or any aspect of the competition is determined by anything other than the competitors’ genuine sporting merits.

5. Inside Information

Competition stakeholders shall not request, obtain, disclose, communicate, transmit, or otherwise provide, directly or indirectly, any non-public information that could reasonably be expected to provide an advantage in betting activities.

Examples of inside information include:

  • - Injury or medical information;
  • - Fitness or readiness information;
  • - Disciplinary matters;
  • - Tactical plans;
  • - Team selection decisions;
  • - Equipment issues;
  • - Withdrawals or absences;
  • Any other information not publicly available that may affect betting markets.

Individuals may violate this provision whether they know, or reasonably should know, that the information could be used for betting purposes.

6. Unauthorized Data Transmission

Competition stakeholders shall not transmit, publish, distribute, or otherwise provide live scores, statistics, match events, play-by-play information, or other competition data in real time without authorization from «EUROSCOUT s.r.o.».

Unauthorized collection or distribution of competition data for betting purposes is strictly prohibited.

7. Obligation to Report

Competition stakeholders must immediately report any suspected, anticipated, attempted, or known violation of this Policy.

Reportable matters include:

  • - Approaches to manipulate a competition;
  • - Bribery attempts;
  • - Threats, intimidation, or coercion;
  • - Suspicious betting-related activity;
  • - Misuse of inside information;
  • - Requests to influence a competition outcome;
  • - Any conduct reasonably believed to threaten competition integrity.

Reports shall be made without undue delay and at the first available opportunity to:

  • - «Liga Pro.Czech» management;
  • - Authorized «Liga Pro.Czech» officials;
  • - Authorized representatives of «EUROSCOUT s.r.o.».

Stakeholders must report such information whether they are directly involved or become aware of the matter through other means.

Retaliation against any individual who, in good faith, reports a concern under this Policy is strictly prohibited.

Failure to report a reportable matter may itself constitute a violation of this Policy.

8. Obligation to Cooperate

Competition stakeholders shall cooperate fully with any internal or external investigation relating to a potential violation of this Policy.

Such cooperation includes:

  • - Participating in interviews;
  • - Providing truthful information;
  • - Producing requested documents, records, and communications;
  • - Providing written explanations when requested;
  • - Preserving relevant evidence.

Failure to cooperate may constitute an independent violation of this Policy.

9. Investigations and Provisional Measures

Upon receipt of information concerning a potential violation, «Liga Pro.Czech» shall assess the credibility, reliability, and seriousness of the information received.

Sources may include:

  • a. Reports from «EUROSCOUT s.r.o.»;
  • b. Direct Reports from Betting Operators;
  • c. Competition Stakeholders / Whistleblowers;
  • d. Competition Action and Performance Analysis;
  • e. Law Enforcement Agencies;
  • f. Other Sources.

Information originating from social media, journalists, or anonymous reports may be considered but shall generally require additional corroboration before significant action is taken.

Where credible evidence indicates a serious threat to competition integrity, «Liga Pro.Czech» may impose provisional measures, including temporary suspension from participation, pending investigation.

Any provisional measure shall be proportionate to the seriousness of the allegations and the available evidence.

10. Escalation Standard Operating Procedure

Reports Received Before Competitions. If a credible report poses a serious threat to the integrity of an upcoming competition, «Liga Pro.Czech» may:

  • - Notify the implicated participants;
  • - Request explanations and supporting information;
  • - Postpone or cancel the competition;
  • - Reschedule the competition;
  • - Exclude implicated participants from participation pending investigation.

Following such action, a thorough investigation shall be conducted, utilizing support from «EUROSCOUT s.r.o.» where appropriate.

Reports Received During Competitions. Unless immediate intervention is necessary to protect safety or competition integrity, competitions will generally be allowed to conclude before further action is taken.

Reports Received After Competitions. If a report is deemed credible, «Liga Pro.Czech» shall conduct a thorough investigation, utilizing support from «EUROSCOUT s.r.o.» where appropriate.

Referral to Authorities

«Liga Pro.Czech» reserves the right to notify law enforcement agencies, regulatory authorities, sports governing bodies, and other competent organizations where credible evidence suggests criminal conduct or serious integrity violations.

11. Sanctions

Violations of this Policy may result in one or more of the following sanctions:

  • - Written warning;
  • - Fine;
  • - Temporary suspension;
  • - Disqualification from a competition;
  • - Forfeiture of results, prizes, rankings, or awards;
  • - Suspension from participation in future competitions;
  • - Permanent or lifetime disqualification from «Liga Pro.Czech» competitions.

In determining sanctions, «Liga Pro.Czech» may consider:

  • - The seriousness of the violation;
  • - Whether the conduct was intentional;
  • - The degree of cooperation shown;
  • - Previous violations;
  • - The impact on competition integrity.

Failure to report, failure to cooperate, obstruction of an investigation, or providing false information may result in separate sanctions.

12. Notification to Sports Governing Bodies

Where appropriate, «Liga Pro.Czech» may notify relevant national or international sports federations, leagues, associations, or governing bodies regarding confirmed integrity violations.

Such organizations may independently impose additional disciplinary measures under their own rules and regulations.

13. Acknowledgement

All competition stakeholders acknowledge that preserving the integrity of «Liga Pro.Czech» competitions is a fundamental obligation and agree to comply fully with this Policy as a condition of participation.
